I'm a big fan of un-restored vespas like this as those following this blog will know. I'd leave the paint as is & just get the scoot mechanically sound.
As well as being a handy photographer, Ilya runs this great group on the photo-sharing site, Flickr called Analog VW Aircooled which as it says is for analogue/film shots of classic aircooled VWs, check it out.
